MINUTES

 

Present:           Mr J Nowell-Smith (Chairman and District Councillor), Mr R Boughton, Mr K Field, Mr A Stratton, Mrs A Tremayne, Mrs J Willis, Mr D Turner (County Councillor) and one member of the public.

 

1.                   Apologies

2.                   Approval of previously circulated minutes

Previously circulated minutes were approved and signed.

 

3.                   Matters arising from previous minutes

a.                  OCC Highway matters – the moving of the sign indicating the M40 is still awaited. Mr Nowell-Smith reported that he had spoken to a foreign HGV lorry driver, who was trying to get to Worminghall and he directed him along to Thame and Long Crendon. Clerk to provide previous correspondence with Peter Ronald regarding weight limit restriction on Ickford Bridges to David Turner. To provide photographic evidence, a camera would be required to be placed in a suitable location.   

b.                  Pelican crossing – Mr Turner said that he was trying to assemble as much statistical evidence as possible and Clerk agreed to provide the statistics on vehicle and pedestrian movements which the Council had acquired over several years. Mr Turner supplied statistics of injury accidents in the 30mph limit from January 1996 to May 2006, the last accident being in 2004. He said that councils should have been told much earlier about the change of policy on funding of projects.

c.                  Affordable housing – nothing further to report.

d.                  Tree planting and maintenance – nothing further to report.

e.                  M40 road noise levels – nothing further to report.   

 

4.                   Planning matters

a.                  P04/W1414  Land adjacent to Sandy Lane Farmhouse – erection of new barn style building for veterinary practice.

Informal hearing into appeal against refusal to be heard on 5 July, 10.00am in Tiddington Village Hall.

b.                  P05/W0464/RET – Land adjacent to Sandy Lane Farmhouse – change of use of land to site two temporary buildings for use as veterinary surgery.

Informal hearing into appeal against refusal to be heard on 5 July, 10.00am in Tiddington Village Hall.

c.                  P05/W0950  The Bungalow, Old London Road, Milton Common - erection of a two storey side extension.

Appeal lodged against refusal to grant planning permission. No further comments to be made.

d.                  P05/W1126  Brimpton Cottage, Milton Common – two and single storey extension.

Appeal allowed and planning permission granted.

e.                  P06/W0373/LB  The Cottage, Thame Road, Tiddington – erection of side extension with store above. Insertion of new roof lights above kitchen and bathroom.

Decision: SODC granted.

f.                    P06/W0379  60 London Road, Milton Common – erection of two storey side extension.

Decision: SODC granted.

g.                  P06/W0566  Rosewood, Ickford Road, Tiddington – erection of replacement barn for ancillary domestic use (revision of P05/W0782)

Decision: approved.

h.                  P06/E0622  Ferndale, Tiddington – erection of front porch.

Decision: approved. Mr Field declared a personal interest.

i.                    P06/W0602  Sandy Lane Veterinary Surgery, Tiddington – erection of new veterinary surgery with accommodation for practice nurse above. Associated access and car park area.

Decision: refused. Mr Nowell-Smith declared a personal and prejudicial interest and left the meeting for this item.

 

5.         Correspondence

a.                  OCC Waste Management Strategy – notice had been received of a public consultation exercise on the future of waste management in Oxfordshire.

b.                  OCC meeting with towns and parishes will be held on 27 July at the Guildhall, Abingdon. No one able to attend.

c.                  Oxford Inspires, cultural development agency for Oxfordshire, will hold a series of forums to get ideas for the 1000th birthday of the County in 2007. No one able to attend.

 

6.                   Financial matters

a.                  Risk assessment – it was agreed that Mrs Tremayne would check the items owned and insured by the Council for any defects and report back to the August meeting.  

b.                  Village Hall Broadband connection at a cost of £26.00 per month proposed by Mrs Tremayne, seconded by Mr Boughton.

c.                  Payment of £193.87 to Robinsons Garden Care for mowing churchyard April/May proposed by Mr Stratton, seconded by Mrs Willis.

d.                  Payment of £229.12 to Robinsons Garden Care for mowing playing field April/May proposed by Mr Stratton, seconded by Mr Boughton.

e.                  Payment of £1521.00 to SODC for Parish travel tokens proposed by Mrs Willis, seconded by Mr Stratton.

 

7.                   Open discussion

a.                   Reports of overgrown vegetation obscuring signs were reported – London Road, Milton Common, 30mph sign at bottom of Sandy Lane, approaches to Tiddington village, slip road from A40 on to A418.

b.                   Mr Field expressed concern about speeding vehicles in Ickford Road and asked whether a mobile speed camera could be deployed. Clerk to write to Police.

c.                   Mr Nowell-Smith reported that there was further vandalism including farm gates being left open.

d.                   Mr Stratton announced that the Village Fete will be held on Sunday, 27 August.
